Loft conversion stages, costs and timings: what to expect

What are the stages of loft conversions?
Loft conversions typically break into 6 stages. Each stage has a share of the total budget and its own risks, and paying against each one as it completes, rather than upfront, protects both sides.
Stage 1: Mobilisation, scaffold and survey confirmation
8% of budget · 1 week
Scaffold goes up to full working height, the loft is cleared, and the roof structure and head height are physically confirmed against the survey.
Scaffold is erected with a loading bay, and a hoist or temporary access into the loft is set up. The loft is cleared and existing insulation stripped.

What goes wrong at this stage
- Actual head height is less than surveyed, discovered only once the loft is cleared.
- Either the ceiling below is dropped or the ridge is raised, costing £8,000 to £20,000 and 3 to 6 weeks, or the project is abandoned with scaffold already paid for.
- Protects against it: Get a measured survey confirming clear height at the ridge and at the proposed room edges, dated and signed, before any money moves.
- A trussed roof was not identified at quotation stage.
- A £4,000 to £8,000 variation for truss removal and replacement structure, and a redesign of the floor layout.
- Protects against it: Ask for a photograph of the existing roof structure attached to the quote, with the builder confirming in writing whether it is priced as a cut roof or a trussed roof.
- Scaffold is hired on the homeowner’s own account with no end date.
- £150 to £400 a week of open-ended cost, with no incentive on the builder to finish.
- Protects against it: Name scaffold as the builder’s cost in the contract, with a strike date.
- Party wall notices are not served, when the new steels will bear into the party wall.
- Injunction risk, 4 to 8 weeks lost, plus surveyor costs incurred anyway. On a terrace this affects two neighbours, not one.
- Protects against it: Get a signed party wall award covering every adjoining owner, with the schedule of condition attached.
- Dormer volume is assumed to be within permitted development without confirmation.
- Enforcement can follow, with the dormer reduced or removed at a cost of £10,000 or more.
- Protects against it: Get a Lawful Development Certificate, or a planning decision notice, before construction.
Money for this stage is held securely and released once the measured survey, insurance and any required party wall award are confirmed, before any structural work begins.
Stage 2: Structural steels and new floor
20% of budget · 1 to 2 weeks
Steel beams are set onto the party and external walls, and a new floor spans between them, independently of the ceiling below.

What goes wrong at this stage
- Steels are sized without an engineer’s calculation pack, or a lighter section is substituted.
- Deflection of the new floor and cracking through the ceilings below, with remedial work costing £5,000 to £15,000 once the finished loft is already on top of it.
- Protects against it: Ask for the engineer’s calculation pack matched against the steel actually delivered, plus the building control steel inspection record.
- New floor joists are rested on or fixed to the existing ceiling joists rather than carried on the steels.
- The ceilings below take a load they were never designed for, failing building control, with the fix meaning the new floor has to come up. £3,000 to £8,000.
- Protects against it: Ask for photographs showing every new joist bearing on steel, taken before the deck is laid.
- Padstones are omitted where steels bear into the party wall.
- Point loading into old brickwork causes cracking that appears months later, and can trigger a party wall claim from the neighbour.
- Protects against it: Ask for photographs of each bearing, plus the party wall surveyor’s inspection where the award requires one.
- Ceilings and decoration in the rooms below crack during steel installation, with no agreement on who makes it good.
- £1,000 to £3,000, and it becomes a standing argument for the rest of the project.
- Protects against it: Name making good below as included in the contract, with a photographed schedule of condition of those rooms taken before work started.
This is one of the largest stages by value, reflecting the structural work. Payment is held securely and released once the engineer’s sign-off and the building control steel inspection are confirmed.
Stage 3: Dormer construction and weathertight envelope
25% of budget · 2 to 3 weeks
The roof is opened up, the dormer is framed and covered, and windows and flashings are fitted until the loft is a watertight shell.

At the end of this stage the loft should be a fully watertight shell.
What goes wrong at this stage
- The roof is left open under temporary sheeting through bad weather.
- Water can track down through the entire house, not just the loft, causing £3,000 to £15,000 of damage to ceilings, decoration and sometimes electrics on every floor. This is the single highest-consequence risk in a loft conversion.
- Protects against it: Confirm in writing that the builder’s contractors all risks policy covers water ingress during works, and ask for a solid temporary roof over the scaffold rather than loose sheeting for any opening-up scheduled outside settled weather.
- The as-built dormer volume exceeds the permitted development limit.
- Enforcement and partial demolition can follow. This is an easy limit to breach because the calculation includes the roof structure, not just the internal space.
- Protects against it: Ask to see the volume calculation on the approved drawings, and get a Lawful Development Certificate before construction, not after.
- The flat dormer roof is laid to insufficient fall, or the upstand detail where it meets the existing roof is wrong.
- Ponding and leaks typically appear within the first 12 to 18 months, costing £3,000 to £6,000 to strip and relay.
- Protects against it: Ask for a hose test before releasing payment, photographs of every upstand and flashing, and register the roof covering guarantee in your own name.
- Cladding or tiles do not match the existing roof, where planning conditioned that they should.
- A breach of condition notice, and re-cladding costing £2,000 to £6,000.
- Protects against it: Check the material sample against the planning condition wording before ordering.
This is the highest-risk stage by value, reflecting the exposure while the roof is open. Money is held securely and released once the loft is confirmed watertight after inspection in wet weather, not on the builder’s word alone.
Stage 4: Staircase, partitions, first fix and insulation
22% of budget · 2 to 3 weeks
The new staircase and partitions go in, electrics and plumbing are first-fixed, and insulation is fitted before everything is covered.
The stairwell is trimmed and the new staircase is installed off the existing landing. Stud partitions form the bedroom, en-suite and any storage.
Electrics, plumbing and en-suite waste runs are first-fixed, and insulation goes in between and over the rafters and into the dormer walls.
What goes wrong at this stage
- The new staircase fails on pitch or headroom.
- The stair and often part of the landing below have to be rebuilt, costing £3,000 to £8,000 and 2 to 3 weeks, in a part of the house that was already finished.
- Protects against it: Get a stair drawing showing pitch, going, rise and headroom, checked and confirmed by building control before the stair is ordered.
- The fire strategy is not designed in, so there is no protected escape route from loft to front door.
- This fails at completion. Retrofitting fire doors, linings and closers throughout the stair enclosure costs £1,500 to £4,000, often replacing doors the homeowner has just paid to decorate.
- Protects against it: Get written confirmation of the fire strategy, listing every door and alarm position, before partitions close up.
- Insulation fails to reach the required standard, or the ventilation gap above it is closed off.
- This fails at completion, and a roof void with no airflow will rot the rafters over time. Opening up to fix costs £2,000 or more.
- Protects against it: Ask for photographs of insulation in place with the product label visible, and check the ventilation gap above it is clearly maintained.
- The new stairwell eats the existing landing and leaves a bedroom below opening onto nothing, or blocks a window.
- The existing floor becomes non-compliant, so the property loses a bedroom below to gain one above, and the net value uplift is zero.
- Protects against it: Agree the existing-floor layout before the stairwell is trimmed, not after.
- The en-suite waste run is laid with insufficient fall, or vented into the roof void.
- Standing waste and smells, costing £1,000 to £3,000 to re-route once finishes are on.
- Protects against it: Ask for photographs of the waste run showing fall, and confirm the soil vent terminates externally.
Everything in this stage gets covered up permanently, so this payment is held securely and released once the fire strategy, staircase compliance and insulation are all confirmed and photographed.
Stage 5: Plastering, second fix and en-suite fit-out
20% of budget · 2 to 3 weeks
Plaster goes on, the en-suite is tanked and tiled, and sockets, radiators and doors are fitted before decoration.

Sockets, switches, radiators, doors, skirting and architrave are fixed, floor finishes are laid, and the loft is decorated.
What goes wrong at this stage
- The shower area is tiled without tanking underneath.
- Water tracks through the new floor into the ceiling of the room below, costing £2,000 to £6,000, and it surfaces months after handover.
- Protects against it: Ask for dated photographs of the tanking membrane applied and lapped before tiling starts.
- Electrics are installed by someone who cannot self-certify the work.
- No electrical installation certificate, which blocks the completion certificate. Retrospective inspection costs £400 to £900.
- Protects against it: Check the electrician’s scheme registration number on the official register before first fix is covered.
- The crew thins as the project nears completion and moves to the next job.
- The last stretch drags on 4 to 8 weeks, with the family living around an unfinished floor.
- Protects against it: Make sure the final two stages carry enough contract value that a loft that is 90% paid is not a loft that gets finished last.
- Pipework and waste runs are boxed in before any leak test.
- Opening up new plaster and tiling to reach a joint, costing £800 to £2,500.
- Protects against it: Ask for a leak test to be run and photographed before anything is boxed in.
Money for this stage is held securely and released once tanking, electrics and leak testing are all confirmed, before the room is decorated over the top.
Stage 6: Fire safety compliance, building control sign-off and handover
5% of budget · 1 week
Smoke alarms and fire doors are tested, the final building control inspection happens, and the snagging list and certificates are handed over.
Interlinked mains-wired smoke alarms are installed and tested on every storey. Fire doors are hung with closers and intumescent strips, and scaffold is struck.

What goes wrong at this stage
- Interlinked mains-wired smoke alarms are not fitted on every storey, or battery units are fitted instead.
- An automatic fail at final inspection, with no completion certificate until it is corrected, costing £400 to £900 plus a re-inspection fee.
- Protects against it: Do a physical test with the builder present: trigger one alarm and confirm every alarm in the house sounds.
- The Building Regulations completion certificate is never issued or never chased.
- The new room legally is not a bedroom. It cannot be advertised as one, a buyer’s surveyor will flag it, and regularising it later costs £1,000 to £3,000 plus opening up finished work for inspection. This is the most damaging single failure on a loft conversion.
- Protects against it: Get the certificate itself in your hands before the final 5% moves. No assurance is a substitute for the certificate.
- Fire doors are hung without intumescent strips, cold smoke seals or self-closers.
- This fails inspection, costing £150 to £400 per door to correct.
- Protects against it: Ask to see door certification labels, and test closers physically at handover.
- The certificate pack is incomplete at handover.
- Each missing document costs £300 to £900 to recreate retrospectively, if it can be at all.
- Protects against it: Ask for a handover pack containing the building regulations completion certificate, electrical installation certificate, the structural engineer’s sign-off, FENSA or CERTASS for the dormer windows, the roof covering guarantee, and the party wall award with the final schedule of condition.
This final 5% is the holdback. It is released only once the Building Regulations completion certificate is physically in your hands, since that certificate is what makes the new room legally habitable.
How much does a loft conversion cost in the UK?
Typical UK costs range from £32,000 to £75,000. Rear dormer loft conversion, 20 to 30 square metres of new floor area, mid spec, UK national average, excluding VAT.
The two largest stages by budget, dormer construction and weathertight envelope and staircase, partitions, first fix and insulation, account for around 47% of the total between them. Costs typically run 20 to 40% higher in London and the South East than the UK average.
How long do loft conversions take?
On-site work typically takes 8 to 12 weeks on site. Allowing for the delays most projects see, budget on 9 to 15 weeks allowing for typical delays.
How should you pay a builder for a loft conversion?
Pay against each stage as it completes, not upfront. 5% of the total contract value is held from the final stage and released only once the Building Regulations completion certificate is physically in the homeowner’s hands. Without it, the new room is not legally habitable and cannot be marketed as a bedroom.

Terms you’ll hear on site
- Dormer
- A box-shaped structure built out from the roof slope to create full head height and a vertical window.
- Hip to gable
- Replacing a sloping side roof, the hip, with a vertical end wall, the gable, to gain usable width. Only possible on semi-detached, end-terrace and detached houses.
- Mansard
- A near-vertical rebuild of the whole roof slope to maximise floor area. Almost always needs planning permission.
- Rooflight conversion
- The simplest type of loft conversion, using windows set flush into the existing roof slope with no change to the roof shape.
- Head height
- The clear vertical measurement from the existing ceiling joists to the underside of the ridge. Below roughly 2.2 metres, a standard conversion becomes difficult or impossible.
- Cut roof and trussed roof
- A cut roof is built timber by timber on site and converts easily. A trussed roof uses factory-made frames whose internal bracing must be removed and replaced with new structure first.
- Steel goalpost
- The arrangement of steel beams carrying the new loft floor independently of the existing ceiling joists, so the loft load never rests on the ceilings below.
- Protected escape route
- The enclosed, fire-resisting stairway running from the new loft down to a final exit door. Required by building regulations for every habitable loft conversion.
- Fire door (FD30)
- A door tested to resist fire for 30 minutes, required on every habitable room opening onto the protected escape route.
- Staircase pitch
- The angle of the new stair, capped at 42 degrees, with 2.0 metres headroom generally required and 1.9 metres permitted at the outer edge.
- Permitted development volume limit
- The volume of roof space that can be added without planning permission: 40 cubic metres for a terraced house, 50 cubic metres for a semi-detached or detached house.
- Party wall award
- A legal document prepared by surveyors setting out how work affecting a shared wall or boundary may proceed, and recording the neighbouring property’s condition before work starts. Almost always required on a terrace or semi, since the new steels usually bear into the party wall.
- First fix and second fix
- First fix is everything installed before plastering, such as cables, pipes and studwork. Second fix is everything fitted after, such as sockets, radiators, doors and sanitaryware.
- Building Regulations completion certificate
- The council or approved inspector’s final sign-off confirming the work meets the regulations. Without it, a loft conversion is not legally a habitable room.
